Purpose of Position
Reporting to, and in partnership with, the OpenCape Board of Directors acts as the most Senior Officer of the Corporation and is generally responsible for leveraging OpenCape’s advanced fiber-optic network and integrated collocation center to advance the economic, social, and public safety interests of the communities of Southeastern Massachusetts. Ensures programmatic excellence, rigorous program evaluation, and the consistent quality of finance and administration, fundraising, and communications. Develops and maintains effective relationships with public and private investment partners. Promotes and facilitates a strong collaborative community of stakeholders to advance the expansion of the network and its related services. Publicly represents OpenCape at diverse events in the community.
Essential Functions*
Supports the Board and its committees through continuous engagement and acts as an ex-officio member.
- Contributes to the development of and implements the OpenCape strategy as defined by the Board.
- In partnership with the Board, leads and executes the business planning process for program expansion into new markets and convenes diverse groups of private and public funding entities, and political, business, and community leaders to achieve strategic goals.
- Facilitates investment to support existing program operations and advance regional expansion, often in collaboration with CapeNet, OpenCape’s operating partner.
- In partnership with the Board and Finance Committee, responsible for the fiscal integrity of OpenCape, to include submission to the Board of a proposed annual budget and monthly financial statements, which accurately reflect the financial condition of the organization.
- Leads and supervises staff in the effective development and execution of plans, programs, and operations, and implements OpenCape personnel and financial policies.
- Develops and implements a marketing strategy and communications plan to strengthen OpenCape’s brand and achieve its goals.
- Actively enhances OpenCape’s image through active and frequent engagement with partners, and professional, civic, and private organizations.
- Assures all aspects of compliance, including supporting policies and procedures, for all applicable Federal, State and Local/Municipal regulations; contractual obligations; and grant requirements.
Qualifications and Experience Desired
The ED will be thoroughly committed to OpenCape’s mission. All candidates should have proven leadership, coaching, and relationship management experience. Concrete demonstrable experience and other qualifications include:
- Advanced degree, ideally an MBA, with at least 10 years of senior management experience; track record of effectively leading and scaling a performance- and outcomes-based organization and staff; ability to point to specific examples of having developed and operationalized strategies that have taken an organization to the next stage of growth.
- Demonstrated success in senior leadership positions in a technology company or with significant responsibility for technology.
- Demonstrated understanding of the telecommunications business and related issues.
- Demonstrated success in attracting investment through private entities and government and foundation granting.
- Strong marketing and public relations experience to successfully engage stakeholders, including funders, business partners, policy makers, media and communities.
- At least 3 years of demonstrated success in staff leadership, fundraising, partnership development and financial management.
- Past success working with a Board of Directors with the ability to cultivate board member relationships.
- Strong written and verbal communication skills; a persuasive and passionate public communicator with excellent interpersonal skills.
- Action-oriented, entrepreneurial, adaptable, and innovative approach to business planning.
- Passion, idealism, integrity, positive attitude, mission-driven, and self-directed.
- Proficient with Microsoft Office Suite, social media, and digital communications systems.
Physical Requirements
- Position normally works in a quiet office environment, with little exposure to adverse environmental conditions, except when in the field inspecting construction activity or when travelling to appointments.
